I pulled this little wasp out of the pond just a minute before, see here. It turns out to be a Proctotrupidae sp. ^[1] (thanks to Milo van Loon) a family that I had not observed before.

It is a male, the females have a long awl-shaped ovipositor at the tip of the abdomen.
